Bristol Temple Quarter Limited Liability Partnership (BTQ LLP) has today (03.07.26) announced that Homes England will step back from its formal Board membership as the programme moves into a new phase of on‑the‑ground delivery.
With the selection of Muse as the preferred private sector development partner and major construction activity beginning later this year, the partnership is now at a point where local leadership can confidently drive the next stage of delivery.
BTQ LLP was established in March 2024 to accelerate delivery of one of the UK’s most ambitious city centre regeneration programmes. Its formation formalised more than a decade of collaboration between Bristol City Council (BCC), the West of England Mayoral Combined Authority (WECA), and Homes England.
Homes England remains fully committed to the success of Bristol Temple Quarter. While the agency is changing the way it supports the project, it will continue to play an active role in the project, city and wider region.
Homes England’s land around Bristol Temple Meads Station will remain part of the programme and will be brought forward by Muse and BTQ LLP.

We are soon to start construction on a second new station entrance to Bristol Temple Meads Station, publish the masterplan framework for St Philip’s Marsh and, working closely with Muse, we will start to share an emerging vision for change at Temple Meads West.”
Councillor Tony Dyer, Leader of Bristol City Council and Deputy Mayor of the West of England, and Helen Godwin, Mayor of the West of England, said in a joint statement:

The council and combined authority will continue working together to deliver the full promise of this regeneration project: thousands of new homes and jobs in the city and across the West of England.”
The £94.7 million awarded by Homes England to BTQ in 2022 is continuing to fund three new station entrances to Bristol Temple Meads station, including the Southern Gateway and Eastern Entrance. Meanwhile:
- Later this summer, BTQ LLP will finalise the masterplan framework for St Philip’s Marsh, following further public consultation.
- Muse will continue working with BTQ LLP to develop the vision for Temple Meads West ahead of a planning submission in early 2027.
- Later this year, BTQ LLP and Kier will begin construction of the new Southern Gateway transport hub at Temple Meads station.
- And in September, the new Eastern Entrance to the station will open alongside the University of Bristol’s Enterprise Campus.
