Residents and businesses are invited to share their views on draft planning guidance for St Philip’s Marsh, part of the Bristol Temple Quarter regeneration programme.
Bristol Temple Quarter LLP, the team behind Temple Quarter, is developing a Supplementary Planning Document (SPD) for St Philip’s Marsh, marking the next step in the transformation of the area.
St Philip’s Marsh forms a large part of the wider Bristol Temple Quarter (BTQ) area and is a major opportunity to deliver a sustainable, mixed-use neighbourhood with thousands of homes, employment and industrial land, community infrastructure, and new greenspaces.
The emerging SPD sets out a clear framework to guide development and will be one of the tools that will help turn this long-term vision into delivery. The SPD will supplement the Local Plan. While it cannot set new planning policy, it will provide guidance for landowners, investors and developers looking to bring change to the area, and support planning officers when reviewing planning applications to enable coordinated, high-quality and sustainable development.
This draft builds on feedback from summer 2025, when early ideas for open spaces, local centres and transport changes were tested with the community. That input, supported by technical analysis, has informed the draft SPD including a local centre on the Feeder Canal, partial pedestrianisation of Feeder Road and more green space along the River Avon.
As well as listening to local people and businesses, the proposals will continue to be tested through detailed technical work. All of this will help shape the final version of the SPD, which will go out for full public consultation in the summer before it can be adopted.
If adopted, the SPD will guide future development alongside the Local Plan, helping to ensure delivery remains aligned with the partners’ shared vision.
Engagement on the next iteration of the St Philip’s Marsh proposals is open from 19 January – 20 February. Further information is available at www.bristoltemplequarter.com.
Helen Godwin, Mayor of the West of England, said:
“St Philip’s Marsh is a key part of Bristol Temple Quarter, and the only part of the city that has remained the same for my whole life. Our ten-year Growth Strategy sets out a plan to secure more investment in our part of the world to ensure that everyone can contribute to, and share in, the West’s success.
“As we continue to look at how best to do that, now is the time for residents and businesses, in and around St Philip’s Marsh and beyond, to have their say on these draft proposals. Together, we can deliver new jobs and new homes, while preserving the character that makes St Philip’s Marsh unique.”
Councillor Andrew Brown, Chair of the Economy and Skills Committee at Bristol City Council, said:
“St Philip’s Marsh is a unique part of Bristol, and the level of interest we saw in the early ideas published last summer show how important its future is to Bristolians.
This is about creating a thriving, mixed-use neighbourhood that brings together homes, jobs, public space, and infrastructure in a way that supports communities now and in the future. This latest round of engagement on the draft planning policies is another step in making our vision for the area a reality.”
Nigel Barclay, Homes England Board Representative of Bristol Temple Quarter LLP, said:
“St Philip’s Marsh is a nationally significant opportunity to create a neighbourhood that works for everyone in the wider city. The draft SPD sets out an ambitious but achievable vision for homes, jobs, and community space, and now we want to hear from the people who know the area best.
“By working together with local communities, businesses, and partners, we can deliver development that is sustainable, inclusive, and forward-looking. This is a chance to shape something truly transformative, and Homes England is proud to be part of that journey.”
Karen Mercer, CEO of Bristol Temple Quarter, said:
“The launch of this draft SPD is an exciting moment for St Philip’s Marsh and for Bristol as a whole. We’ve listened carefully to residents, businesses, and stakeholders over the last two years, and this plan builds on that input to create a vision for the area that balances homes, jobs, green spaces, and infrastructure.
“This is about more than development, it’s about inclusive growth. By shaping the area thoughtfully, we can create real opportunities for local people to access jobs, apprenticeships, and community facilities, while also delivering much-needed homes and revitalised public spaces. This is a chance to get it right for everyone in Bristol.”
This milestone builds on a year of progress for BTQ LLP, including the recruitment of Non-Executive Directors, the granting of planning permission for the Southern Gateway transport hub, and the selection of Muse Places Ltd as preferred development partner — underlining the continued pace of regeneration across Bristol Temple Quarter.
